John Paul Rea, AICP
Department of Planning and Economic Development

John Paul Rea is highly involved with comprehensive community and economic development initiatives throughout Macomb County. He is an instrumental part of a dynamic team of professional planners and economic developers who are facilitating a wide range of municipal and business assistance services. During his years of service in Macomb County, Rea has been actively engaged in

  • community planning services, cultivating comprehensive master plans and strategic investment strategies for many of Macomb’s local communities.
  • Macomb County’s quality of life initiatives including parks and recreation planning, downtown development programs and incorporating placemaking.
  • capital improvement projects targeting infrastructure, transportation networks, non-motorized trails and regional transit.
  • economic development services by supporting the county’s business retention, expansion and attraction efforts.
  • strategic communications and marketing, helping to promote Make Macomb Your Home and many of the county’s other promotional campaigns.
  • environmental stewardship and natural resource management, supporting the county’s Blue Economy Initiative and agricultural operations.

Rea holds a Bachelor of Science in political science with a minor in public administration and a master’s degree in public administration with an emphasis in urban and regional policy and planning from Grand Valley State University. Rea is a member of the American Institute of Certified Planners, represents Macomb County on the Suburban Mobility Authority for Regional Transit board of directors, sits on the Huron-Clinton Metropolitan Authority board of commissioners and is involved in many committees with the Southeast Michigan Council of Governments. He was recognized as a Hometown Hero by the Romeo-Washington Chamber of Commerce and made DBusiness' "30 in Their Thirties" and Crain's Detroit Business' "40 Under 40" lists in 2017.

Rea resides in Washington Township with his lovely wife Roberta and their amazing kids Amelia and Daniel. He is a big supporter of the Macomb Orchard Trail, thoroughly enjoys making homemade pizza, runs an occasional 5K and loves the fact that he has the good fortune of helping to shape the future of such an amazing county.



Vicky Rad
Deputy Director
Department of Planning and Economic Development

Prior to joining the county in 2013, Vicky Rad worked at the Detroit Regional Chamber and was responsible for the program management of Connection Point. She also worked at the Macomb Regional Procurement Technical Assistance Center. 

Rad has a bachelor’s degree in computer information systems from Baker College, a Master of Science in administration with a concentration in leadership from Central Michigan University and a master’s certificate in government contracting administration from George Washington University. She currently serves as vice president of the Michigan Chapter of Women in Defense and chair for the Michigan Automotive and Defense Cyber Awareness Team (MADCAT). Rad is also involved in the program council for Leadership Macomb, the membership committee for Michigan Economic Developers Association and is a board member for Advance Michigan.

James Ahee

Jim Ahee assists local companies in the region as well as firms that are based outside of southeast Michigan, both nationally and internationally, that may be interested in expanding or relocating to Macomb County. Before joining the economic development team in Macomb County, Ahee owned two market research and consulting firms which served a number of Fortune 500 companies across the country.
Ahee obtained his Master of Business Administration from Wayne State University and earned his Bachelor of Science degree in industrial management and marketing from Lawrence Technological University.



Janelle Arbuckle
Economic Development Specialist
Economic Development Services Group

Janelle Arbuckle worked in the Executive Office of Gov. Rick Snyder, resolving constituent concerns; the Michigan Economic Development Corporation, helping businesses with pro bono services; the Detroit Regional Chamber; and the Society of Manufacturing Engineers. She brings knowledge in state government, economic development and special events.
Arbuckle has a bachelor’s degree in political science from Oakland University and a Master of Science in management, strategy and leadership from Michigan State University. 



Jack Johns
Project Coordinator
Economic Development Services Group

Industry Areas: Automotive, Energy, Food and Agriculture, and Retail Geographic Areas: Asia and Australia
Jack Johns specializes in working with food processing, agriculture, automation, robotics, connected vehicles, energy and retail businesses on the retention side. He works with all business sectors on the attraction side to help make Macomb their home. He has 12 years of prior experience in workforce development at Michigan Works! as the employment service supervisor.
Johns has a master’s degree in human resource administration from Central Michigan University, with an undergraduate degree in human resource management from Oakland University. He is a member of the Michigan Economic Developers Association, Asian Pacific American Chamber of Commerce and Macomb Food Collaborative Conference Committee. He served as a former Mount Clemens city commissioner.



Nick Posavetz
Economic Development Specialist
Economic Development Services Group

Nick Posavetz provides resources and technical assistance to businesses contemplating investment and growth in Macomb County by linking them to appropriate local, regional, state and federal resource programs. He also assists in the preparation of marketing plans and strategies. Posavetz started with the department in 2011 in the Business Outreach and Communication Group, supporting the department’s mission to retain, grow and attract investment in Macomb County by providing site selection, economic data and other research. Prior to joining the department, Posavetz worked for Wayne County, Michigan in economic development as a financial analyst and for the University of Michigan as a graduate student instructor.
Posavetz has a master’s degree in urban planning and Bachelor of Science degrees in mathematics and economics as well as a minor in geological sciences from the University of Michigan, Ann Arbor.



Gerard Santoro, AICP
Program Manager
Land and Water Resources Group
Gerard Santoro provides support for projects, grants and the administration of various levels of programming associated with our Blue Economy Initiative. Santoro is a certified planner with the American Planning Institute. He has 18 years of experience in the professional planning occupation; the last 12 years have been with Macomb County. He previously served as a research specialist and as an area manager for Silicon Valley-based Etak Digital Maps. ​
Once Santoro completed his graduate studies in urban planning, he made a transition to the professional planning occupation. He has commendations from the Michigan Association of Planning, Michigan Society of Planning, Clinton River Watershed Council and Michigan Boating Industry Association.



Dan Rochon
Associate Planner
Economic Development Services Group
Industry areas: Automation and Robotics, Automotive Tool and Die, Blue Economy and Water Technology, Cybersecurity and Information Technology ​
Geographical areas: Mexico, Central America and South America ​
Dan Rochon is the lead economic development liaison to the Blue Economy Initiative and is the secondary lead in the information technology and cybersecurity, automation, and automotive sectors. Rochon specializes in research and business intelligence. Prior to joining the department in 2014, he interned with the Michigan Economic Development Corporation’s Export Team in the southeast Michigan region.
Rochon holds a bachelor’s degree in history and political science from Oakland University.



Jeff W. Schroeder, AICP
Program Manager
Planning and Mapping Services Group

Jeff Schroeder, a 22-year employee of Macomb County, is the department’s program manager for planning and mapping services which focuses on local community planning and geographic information systems for Macomb County. He also functions as the county’s brownfields coordinator.
Schroeder has a master’s degree in urban planning from the University of Michigan, along with an undergraduate degree in land use planning from Northern Michigan University. 



Camille A. Silda

Industry Areas: Logistics and Transportation, Medical and Health Care, Automotive, Energy, Agriculture and Food Processing, Blue Economy, Advanced Manufacturing and Retail 

Geographic Areas: Germany and Eastern Europe
Camille Silda is the lead economic developer in health care, medical and logistics industries, with extensive work in the automotive sector. Her background in the Community Development Block Grant program has given her the tools needed for business expansions with building projects. In addition, prior work done in the Planning and Environmental Services area developed a proficiency that is beneficial to new clients coming to Macomb County or those currently here who need a larger footprint.

Silda holds a master’s degree in urban planning from Wayne State University, a Bachelor of Science degree in human resource development from Oakland University and a University of Michigan Business Leadership Certificate. She serves on Sterling Height’s Local Finance Development Authority, is a member of the Michigan Economic Developer’s Association and is a 30-year member of Michigan Association of Planning.



Maria Zardis
Program Manager
Business Outreach and Communications Group

Maria Zardis and her team help to tell the good story about Macomb County while providing opportunities for people to interact and learn. She also serves as the liaison for the Macomb County Film Office.
Zardis earned a Masters of Management from Walsh College and a Bachelor of Science in public administration from Grand Valley State University. Involved professionally as well as personally, she represents the department on Macomb County’s Great Start Collaborative and Human Services Coordinating Body. She serves on the boards of the Girl Scouts of Southeastern Michigan and the city of Center Line Planning Commission and Zoning Board of Appeals.
